Abstract
After the September 18 th incident in 1931,Zhang Xueliang carried outNo resistancepolicypublicly,but he tacitly supported and aided Anti-Japanese volunteer units in the Northeast China for their an-ti-Japanese movement,which played a key role for the rising of Anti-Japanese Volunteer Units. This policywas not implemented by government and had a very few reach and influence,which was in some sense respon-sible for the failure of the Anti-Japanese Volunteer Units. Zhang Xueliang had to carry outNo resistancepol-icy publicly and supported Anti-Japanese volunteer units secretly,so he was caught in a dilemma in a longtime after the September 18 th incident. In short,Zhang Xueliang's support to the Anti-Japanese VolunteerUnits in the Northeast China didn't change the essence ofNo resistancepolicy.
