Abstract
The advanced development of the present high--science and technology put forward the challenge to the traditional sovereignty of the country in practice and theory. Also, it has an influence on the national territory sovereignty; political sovereignty; economic sovereignty and the information, culture, safety, the international political struggle between the vast developing countries and the developed countries can't be avoided.
