Abstract
The social assistant system in the United States developed from welfare to workfare.In 1996,President Bill Clinton promised to end welfare as we know it,and followed the work first strategy,aiming at replacing welfare with workfare.At a time,the workfare prevailed in both America and Western Europe.This paper is to have a chief review of it.
