On the Evolution of the Idea of China's Social Security System and Its Innovation

Since the establishment of the new China,its social security system has undergone several significant changes. Before the reform and opening-up,the social security was associated too much with the socialist system,but since the adoption of the reform and opening-up policy,it has been reduced to a supporting measure for the development of market economy. It is these two conflicting ideas that theoretically impede the construction of the social security system in our country. Therefore,it is essential that in order to build a harmonious socialist society and a social security system with Chinese characteristics the idea of social security system should be innovated and a scientific idea of social order,justice,development and harmony be established. The social security system is not only a supporting measure to help develop market economy,but it should first be considered the basic institutional pillar for the construction of a good social order and the key social mechanism for achieving social justice. Instead of an obstacle to the social development,the development of social security is the force promoting the further development of the socialist modernization. The social security system,once marginalized and offstage,is now coming onstage and becoming a fundamental social mechanism for the construction of a harmonious socialist society.
