Abstract
After the breaking-out of the War against Japanese, the Communist Party emphasised the important role and function of culture and expounded its culture policy. In order to carry out the cultural policy in Kuomintang controlling district, Chinese Communist Party took flexible measures in various legal ways to promote the cultural movement. As a result, the movement developed widely and correctly and offered some precious experience for later generations.
