Abstract

The institutional center in public finance is a government budget system. According to the institutional characteristics in public finance,it must rebuild our government budget system.The main now ,is to unifys the government budget;reform and perfect the direct mechanism of budget receipt and expenditure,whish is surpervised by whole processeses to the People's Congresses ;etc.
