On the Institution Design and Arrange in the Co-governance

The Public Management is a kind of new co-governance system. According to the author, we should start off on the basis of the intercourse relation and mutual action mechanism in post-industry society to consider the institution design and arrange with public management, and to try for a plan optimizing our whole society. Any action need criterion in society. The institutionalized ethic criterion is the best one, which will gather head free-will action in the society co-governance. The co-governance will lie on the credit relations among the human. Moral, however, is the foundation of the credit relations. Only the moral institution is a root outlet to consummate the system of society governance.
