Abstract
Since the 9.11 terrorist attack,terrorism has caused a catastrophe to the whole world,which has aroused a deep concern by international and domestic people.How to prevent and combat the terrorism has become a serious subject for modern society.Among various prevention and combating approaches,legal means is of great importance.However,due to the disperse legislation on anti-terrorism in China,it is of vital importance to unify the legislation and to establish the legal system of anti-terrorism in China.
