The Analysis of USA New Defense Acquisition Policies

Abstract

The acquisition policies is an important part of the weapon systems development strategies and a key code in conducting defense acquisition. In this paper, DoDD5000.1,DoDI5000.2 and DoD5000.2\|R issued in 2001 are analyzed by comparative means based on the background of the new Revolution in Military Affairs and the Revolution in Defense Acquisition. It is indicated that the importance of USA DoD acquisition idea transition from defense acquisition to acquisition system and interoperability as the key performance parameter. It is summarized that three points of USA new defense acquisition policies, involving rapid and effective transition from science and technology to the forces capability, enhancing the affordability and reducing the total costs of ownership, and integrated acquisition process and logistic support.
