Several Controversial Issues on the Land Reform Movement of the Old Liberated Areas

Abstract

In recent years,there have been some negative views on the Land Reform Movement led by the CPC,in which some even argued that the political judgment on landlords should beredressed. In fact,in order to properly evaluate the Land Reform Movement,the question ofwho were the landlords and rich peasantsshould be first explored,because the circumstances of the landlords were vary widely rather than the same. In old China,even though the degree of land concentration was not like the publicity that the landlord and rich peasants possessed 80% of the land in the countryside,it is still a fact that the land they owned was several times of the peasants. The reason why the CPC changed the policy from reducing rent and interest intocultivator has its fieldwhich was the Land Reform,in addition to mobilizing peasants to fight for the Civil War,to a great extant,was to satisfy the peasants who were no longer content with the policy of reducing rent and interest. There was a pressing need,among the peasant,to distribute land and thus a new consistent policy guiding the new movement. The Land Reform Movement in the liberated area motivated the peasants' enthusiasm for joining the army. In the meantime,the CPC gained full identification from the peasants for its ruling position.
