On Convention on the Rights of Persons with Disabilities and Reflection on the Mechanism of International Human Rights

Convention on the Rights of Persons with Disabilities,open for signature as of 30 March 2007,is the latest endeavor of United Nations(UN)system to protect human rights.Similar to most human rights conventions,Convention on the Rights of Persons with Disabilities has listed specific rights,outlined the reports system,and established a set of rules to receive documents by adopting the Optional Protocol,which means a new set of rules has been created in the laws on International Human Rights.As for the development of rights protection,the Convention has enriched the content of human rights protection in UN system.However,from the perspective of International ruling of law,the Convention follows and intensifies the feature of lack of system in International laws.Thus the Convention is not beneficial to the perfection of International ruling of law,and rather may increase various cost in protecting human rights by international laws.It is necessary to compile the norms and regulations on human rights and environment and to integrate the corresponding organizations in order to promote the goal of International ruling of law.
