Abstract

The Office of Graduate Studies has verified and approved the above named committee members ii To my parents, wife, children (Eun Young and Hongsuk), and mother-in-law iii ACKNOWLEDGEMENTS I would like to express my sincere appreciation to the many people who provided support and assistance for the completion of my dissertation. First and foremost, I have to express a very special “thank you ” to my advisor, Dr Ralph S. Brower. I will not forget Dr. Brower’s supportive advice and continuous encouragement throughout the entire period of my Ph.D. program. Frequent discussion of my research projects with him enabled me to gain an in-depth understanding of public administration and management issues. I am also indebted to the members of my dissertation committee, Dr. Frances S. Berry, Dr. Mary E. Guy, and Dr. Robert E. Crew, Jr., for their constructive suggestions
