MONITORING TRAFFIC ENFORCEMENT EFFECTIVENESS ON A NATIONAL SCALE

Abstract

The creation of a National Traffic Police force (NTP) in Israel in September 1991 comprised both organizational changes and a doubling of personnel and other resources. It was accompanied by a comprehensive 21-month follow-up and evaluation project consisting of four components: - Monitoring of police traffic operations; - Monitoring of changes in driver behavior; - Analysis of accident trends; - Design and follow-up of experiments in enforcement tactics. Results from the first year of evaluation regarding the relationships between the amount of enforcement and changes in driver behavior are presented.
