Abstract

In this paper, a new bid index different from the successful bid rate, which evaluates adequacy of the bid price in a bidding process of selecting contractor to do an infrastructure construction, is proposed.In this bid index, a predetermined bid value is correspond to 100% and a limit price necessary to survey is 0%, so that the bid price almost lower than the cost is expressed by the negative value. Using this index, all results of the competitive bidding process taken in ministry of land, infrastructure and Transport after September of 2005, are analysed.
