Abstract

By INTRODUCTION The Economic Community of West African States (ECOWAS) was founded in 1975 to advance regional economic integration in West Africa. At its creation, ECOWAS was mostly, if not exclusively, seen as a regional zone of preference, allowed under article XXIV of the General Agreement on Tariffs and Trade (GATT). The Protocol on Non-Aggression, adopted in Lagos, Nigeria on 22 April 1978, and the Protocol Relating to Mutual Assistance in Defence, adopted in Freetown, Sierra Leone, in May 1981 both sought to locate regional defence and security at the heart of the ECOWAS project.
