有害廃棄物といわれる特別管理廃棄物の法制度上の定義と要求される処理技術について解説をした。廃棄物の性状に応じて適性技術が選択されなければならない。廃棄物の処理と環境汚染, 健康被害との関係から, 水質保全の観点から廃棄物は3つに分類され, その分類に対応して遮断型埋立, 管理型埋立, 安定型埋立と技術的要求が異なる。中間処理においても同様に廃棄物の性状に適した技術が選択される。より適正な処理のために環境アセスメントの役割についても言及した。
