Abstract
Oil spills not only cause a great economic damage, but also make a threat to the environment and human's health. Because of diversified causes and disastrous consequences of oil spills, this paper aims to identify and classify the accident causes based on oil spills occurred in the past 20 years. In addition, the study discusses the oil-spill emergency response system and response efficiency, introduces an efficiency formula of the response system, compares the response efficiency of different issues, and eventually puts forward corresponding suggestions, to offer valuable reference for future research.
