Housing people with complex needs: Managing transitional housing tenancies

The transitional housing (TH) program, funded by the Victorian Department of Human Services, provides short to medium term housing for people who are homeless or at risk of homelessness. Households entering transitional housing are in housing crisis and many are struggling to cope with multiple issues or complex needs. Transitional housing offers homeless people stability of tenure with support to resolve issues and address needs before moving on to secure, long-term housing. Transitional housing tenancies are generally successful in terms of housing outcomes upon exit, but there are some people with high-needs whose behaviour has not proven conducive to being housed within gentrifying, high density blocks of flats amongst private owners.
