Abstract

A report on the Conference on the Legal Aspects of Coastal Zone Management is presented. Six papers of broad appeal were selected for this publication. They are as follows: (1) the operation of the Federal Coastal Zone Management Act as amended; (2) overview of changes occurring in the law of the Sea - implications for Federal-State relations; (3) preemption and the role of the state legislature in the coastal zone; (4) EPA authority and responsibility under the Coastal Zone Management Act of 1972; (5) the tidelands trust, custom, implied dedication and other problems of purchasers of state tidelands; and (6) innovative programs and proposals for the reconciliation of private and public interests in the coastal zone.
