The evaluation of it governance maturity level in public institution

Effective IT governance and the usage of modern tools and methodologies allow a company to successfully compete on the market. And yet it is IT governance that represents a considerable challenge to many organizations. Effective functioning of an IT service requires establishing communication between business management and IT management, defining the objectives, and suitable execution of the current processes. It often stops at these requirements: management does not understand the advantages of information technology and treats it as an expense, the objectives are not realistically defined and evaluated, and the instructions for the execution of IT processes are defined too loosely. Companies therefore make use of the COBIT framework, which offers the best practices for IT process management with an emphasis on the process of strategic IT planning. Through the maturity model, the framework enables process measurement and evaluation, and helps understand where the company is and how it could improve itself. The first part of this diploma covers a general description of IT governance and the presentation of the COBIT methodology, the second – central – part covers the practical part of introducing COBIT into a public institution, with descriptions of discovered states and risks for the chosen IT processes, suggestions for their improvements and an estimation of the maturity level.
