Abstract

As we approach the research problems in irrigation and drainage, we must look for potential breakthroughs in research. We are well aware of the impact of the population explosion upon water needs; we are familiar with the Kerr Committee reports on trends in water needs and with the Wollman report concerning the relative values of water in the Southwest.
