Abstract

It is a common for public organization to make kinds of reform in achieving the goals. One of basic reform i public organization is administrative reform. Thiss reform is mainly in istitutional an dpersonal matters. In conceptualterm, this reform is just an eraly stap for publicorganization to challenge its target. However, many countries especially in developing countries still struggle in this step. So, it is very fruitful for us to study on administrative reform due to the existing need for public organization in terms of bureaucracy and civil service refomr in some developing countries
