Abstract
This commentary piece discusses the stance widely held by many transportation officials and environmentalists alike that more road/highway construction will not solve the traffic congestion problems that are so widespread in many large U.S. cities. The author posits that while all traffic congestion cannot be solved by construction-based solutions, some types of congestion, such as incident-caused congestion, could be mitigated by more road construction, and also that stop-and-go traffic could be reduced by wider use of variable pricing practices.
