Abstract
Legal regulation is significant in delimitation of powers between different levels of government in a federal state. The requirement that the laws of federal lands must be in accordance with the main ideas of the federal state limits the competences of federal lands in the FRG. The Federation cannot control the execution of a federal lands laws as a federal land is independent from the central government. Nevertheless a federal land is responsible for execution of both federal and regional laws on its territory. Some Federations functions are delegated to federal lands but the Centre controls their exercising by enforcement and intervention regulated by the articles of the FRG Basic Law.
