Continued Weakness in State Tax Revenue

Abstract

The author reviews the states' fiscal situation in the third quarter of 2002. State tax revenue grew by 2.5 percent in the July-September quarter compared with that quarter in 2001; however, the author notes that the corresponding quarter in 2001 saw low revenue because of the terrorist attacks of September 11. In the third quarter of 2002, personal income tax revenue was down by 1.6 percent for its fifth straight quarter of decline.
