Abstract
In case of telecommunications market, the service providers are divided into the three main categories basic service provider, specific service provider, value-added service provider, depending on the availability of the telecommunication network and the property of the service provided. But current classification system for the telecommunication services and providers acts as an obstacle in providing a new service, resulted from the development of the technologies thus article attempts to review past classification system of the telecommunication services and providers and suggest some basic desirable directions toward which the current telecommunications policy can move.
