Abstract
In our new world situation, independence of societies, more than ever lays on finding new ways toward development. Since information technology can’t any more be regarded as an advantage, the importance of human resources as a potential capital capable of facing with national and international problems, seems to be vital? For encouraging innovations, initial steps toward freedom of thought and the so-called software movement has been started. But what is necessary is a continuing and progressive movement. Paying special attention to this issue thus needs appropriate educational policy in higher education. Unfortunately, our present economical situation, the phenomenon of educational impurities in universities, and the problem of brain drain, are not good symptoms when evaluating the status of science .Scientific and academic norms in society are potentially vulnerable at present time and universities, more than anything, look like agencies just for producing academic degrees. Because of vulnerability of status and value of science, the higher education system in our country has been damaged. Moreover, without motivated students for learning, adequate output for satisfying development demands is not achievable. Higher education is in crisis. This article tries to show the limitations and problems in front of development plans in higher education and suggests operational solutions for improving the spirit if innovation and entrepreneur through Attitude Reengineering in universities
