Abstract
The purpose of this study is to analyze the problems with
urban planning system in Korea on the basis of the concepts
of spatial planning system, general plan, and land use and
development control and to suggest the improvments on the
system.
The analysis of the problems indicates that the system has
been designed by Korean planning law primarily to propose
development projects in the public sector without any
regional policy imput and urban development policy and
secondarily to control private land use and development
without any reasonable criteria for such control.
This study suggests an alternative urban planning system
which comprises comprehensive plan as a strategic policy
plan, sectoral program as a tactical policy plan based on
the comprehensive plan, district plan for physical
development of each district, implementation program for
project coordination and project plan for each project.
In addition, this study suggests municipal ordinances for
zoning, site planning, and land subdivision as a legal
device for controlling land use and development.
