Abstract
The purpose of the conference was to examine the state experience with Intermodal Surface Transportation Efficiency Act (ISTEA)-mandated statewide planning, and to discuss changes to the planning requirements in the forthcoming ISTEA reauthorization. The third conference session reflected on the degree to which ISTEA's vision regarding the linkage between planning, programming and finance has occurred, and discussed what issues have been raised during the intervening four and a half years.
