Abstract
This paper discusses the important components of a rational pavement maintenance management system: (1) pavement network identification, (2) pavement inspection and rating, (3) pavement condition evaluation and determination of maintenance and rehabilitation (M&R) requirements, (4) M&R priorities, (5) M&R consequence models, (6) life cycle costing, and (7) data management and report generation. Each component is illustrated by examples from a working system developed for the U.S. Air Force and Army for pavement maintenance management of airfields and roads. The paper is intended to serve as a guideline for those pavement agencies that want to develop or improve their pavement maintenance management system. (Author)
