This article analyze the statutory construction portion of the D.C. Circuit's 1997 opinion in American Trucking Associations v EPA. There the court restricted how EPA may implement revised air quality standards under the Clean Air Act. I argue that the court made implementation almost impossible, and that the court misread the words and legislative history of the Clean Air Act
