Abstract
Transportation infrastructure is a huge investment. In Ontario, the current replacement cost of the provincial highway system is estimated to be $27 billion; and this infrastructure is aging and in need of extensive rehabilitation. This paper reviews three possible construction staging options and compares the estimated direct capital costs (i.e. contractor bid prices) as well as the indirect costs (i.e. social costs associated with construction).
