Abstract
Cogeneration, whether utility or non-utility owned, may represent an economically viable and valuable energy and generating capacity resource. Some utilities may find it difficult or impossible for cogeneration to make a meaningful contribution. In either case, the safety, economic, technical and reliability aspects of cogeneration ventures must be subjected to realistic evaluation by utilities, users, and regulators. Service to and possible participation in Public Utility Regulatory Policies Act (PURPA) qualifying facility ventures will offer both opportunities and challenges in the 1980s and 90s. Utility personnel and management must develop a strong background in all aspects in order to develop a flexible, informed, and innovative approach.
