Russia - Contribution to the country procurement assessment update in the Russian Federation, April 2006

Breaking down the physical barriers of space and time, Electronic Government Procurement (e-GP) allows a more transparent and efficient information flow as well as improved access to information and services. Beneficiaries include not only governments and suppliers but also the public at large who can have access to transparent information on the public expenditure of taxpayers' money. Many countries around the world are investing into the design and implementation of more or less complex e-GP system as part of the modernization of their public procurement systems. Transparency, efficiency, and improved quality of government procurement are among the main benefits. Starting with a brief e-GP overview in section one; the report provides information on the current e-GP situation in the Russian Federation in section two, based on a set of e-GP adoption indicators jointly developed by the Multilateral Development Banks' e-GP working group as part of an e-GP readiness assessment; and section three provides some recommendations with regard to future possible actions towards the adoption of e-GP in the Russian Federation.
