REPORT ON WORKSHOP 4: STATE AND REGIONAL DEVELOPMENT

The workshop which had as its objective the identification of strategies used in various states to address the linkages between statewide transportation planning and comprehensive development planning at the state and regional levels, recommended improvements and related research in the overall conduct of such planning and development. Three task forces addressed issues related to the essential elements in statewide comprehensive development policies and plans, the capabilities of the various states in the development of such plans and policies, the attitudes of the legislature, the importance of transportation to development, the role of the state, land use controls, and the role of the private sector. Task force 1 listed the issues and problems of linkage between statewide transportation planning and comprehensive development planning, defined the organizational concepts needed to provide linkage, identified the deficiencies related to issues and organizations, and evaluated the current methods of implementing linkage solutions. The issues are listed that relate to state and regional transportation and comprehensive development planning and which were discussed by the second task force. Task force 3 focused on the three questions: can effective land use controls be established at the state level and at the regional level; what is the role of the private sector in statewide transportation planning; and how can the relation of, and coordination between statewide transportation and comprehensive development planning be strengthened and made more effective?
