Azerbaijan - Internally Displaced Persons (IDP) Living Standards and Livelihood Project : additional financing : resettlement policy framework

The development objective of the Internally Displaced Persons (IDP) Living Standards and Livelihood Project for Azerbaijan is to improve living conditions and increase the economic self-reliance of targeted IDP. Some of the negative impacts and mitigation measures include: (1) cash compensation at replacement cost based on market rate free of taxes, registration costs, and transfer charges; (2) cash compensation at market rate free of taxes, registration costs, and transfer charges for only loss of agricultural and perspective housing areas of municipal land. 20 percent additional compensation will also be paid; (3) affected land and communal infrastructure will be restored or reconstructed to pre-project conditions; (4) cash compensation based on replacement cost as per market value plus transportation of construction materials and expenses associated with designing and registration costs; and (5) cash compensation equal to a 1-year income based on tax declaration or, if unavailable, based on the average income of similar activities by using official statistical data.
