Abstract
One of the top priority in the former communist countries in to reform the bureaucracy. The whole process of transformation of their political and economic system heavily depend on the quality and efficiency of bureaucracy. The new system is set up by legislature but implemented by bureaucracy. The tremendous task considering the legacy of the communist system which was not without reason identify as a totalitarian and bureaucratic, unable to adapt to the requirements of modern civilization. Poland has never had an effective administrative system and never develop a well-trained and efficient bureaucracy having a good standing in the structure of the society. This paper presents the reasons of such development and identifies the problems and challenges from this perspective in the process of current political and economic transformation of the country.
