Abstract
The development objective of the Third Eastern Dedicated Freight Corridor (EDFC) Project for India is to: (a) provide additional rail transport capacity, improved service quality, and higher freight throughput on the 401 kilo meter (km) Ludhiana - Khurja section of the EDFC; and (b) develop the institutional capacity of Dedicated Freight Corridor Corporation of India Limited (DFCCIL) to build, maintain, and manage the DFC infrastructure network. Some of the negative impacts and mitigation measures include: (1) socially sensitive stretches will be avoided through selection of alternative links, with providing bypass around settlements and realignments; (2) ensure payment of compensation and resettlement assistance prior to taking over the possession of land and commencement of any construction activities; (3) provision of rehabilitation assistance for loss of livelihood and income; and (4) ensure payment of compensation and assistance to project affected persons (PAPs) including non-title holders for lost assets at replacement value.
