Facilities management approach to road maintenance management: a contractors view

Abstract

Rodney District Council (RDC) awarded a new style, outcome based, performance measured, road maintenance contract to Works Infrastructure Ltd (Works) in April 2004. Key changes implemented are: engineer to the Contract and budget control brought back into Council; professional services are an included item (not separately priced in the contract schedule); the contractor (Works) is responsible for all road asset management deliverables and must achieve minimum levels of service for network performance as determined by 12 Key Result Schedules (KRS). This paper describes the RDC contract procurement process and the innovative solution developed by works.
