Abstract

The study provides estimates of the economic impacts of proposed Illinois Pollution Control Board regulations governing measurement methods for sulfur dioxide emissions from coal-fired boilers in Illinois. The study also examines the methods used by facilities of different sizes to meet the existing sulfur emissions limitations and how these would change if the proposed rule is adopted. The U.S. Environmental Protection Agency has asked Illinois to amend the regulation to include reference to a stack emission test. Stack emission tests are the only accepted method for monitoring compliance with the two short-term standards for sulfur dioxide emissions, the 3 hour and 24 hour standards. In addition, the proposed rule categorizes sources by their capacity for producing sulfur emissions and specifying the frequency of analysis required according to the total solid fuel-fired heat input capacity of the facility.
