purpose of this book is to explore and analyze the effects of deregulation on the motor carrier industry in the United States since the passage of the Motor Carrier Act of 1980. Four years have passed since the first edition of this book was published. During this period all of the trends previously noted have continued along much the same lines. difference is that we can now be even more sure of the directions of these trends and where they are taking the motor carrier industry. There also have been some new developments caused by or related to motor carrier deregulation, including: emergence of the undercharge problem, a private-action antitrust case aimed at three major less-than-truckload carriers, and several developments with respect to federal preemption of state regulatory activity. This book begins with an exploration of effects of motor carrier deregulation to date. It then looks at the national business and economic environment within which the motor carrier industry operates. final two chapters, A Deregulation Profit & Loss Statement and The Future of the Industry, summarize the effects of deregulation of the motor carrier industry in terms of what was expected and happened, what was expected and didn't happen, and what was unexpected and did happen, and extrapolate observed trends in the industry into the 1990s.
