Abstract

ABSTRACT Ship subsystems and components most be designed in a system environment if the Navy is to produce balanced and efficient naval ship designs. At present this is not being done primarily because subsystem designers are not completely aware how their designs impact the overall ship systems design. In addition, ship designers have not provided them with the analytical tools to carry out the calculations required to determine the “true cost” of subsystems. Marginal Cost Factors represent such a tool. The Navy in the past has not insisted on the design of “low ship‐impact” subsystems and components. This is one reason why the Navy cant afford to buy the ships it needs today.
