Abstract
This paper looks at the infrastructure network in a transition state and seeks to identify the emergence of a new paradigm or logic of transport planning. The factors that have challenged the traditional logic of transport planning in the UK are described including economic pressure to reduce costs, social/political resistance to road construction schemes, and environmental considerations. The new planning logic, including schemes to promote public transport accessibility, is examined. The burden of transport policy is predicted to fall increasingly upon the management of demand rather than on the supply of new roads. The emergence of intelligent transport systems is noted. The social cost of changes in policy is debated, with the elite able to increase speed and time savings with the poor left marginalised unless an alternative to car travel is developed.
