Abstract
WebCAT is a Web-based crime analysis toolkit that provides state-wide data sharing capabilities and crime analysis tools to all Virginia crime agencies in order to aid in forensics, crime prevention, and law enforcement. This paper describes the design, analysis, implementation, and testing of new capabilities for data sharing, geospatial and event analysis, and user interaction. Performance testing indicates that the new version, developed by the authors, provides increased speed of analysis and program navigation, an increased amount of crime data shared between Virginia jurisdictions, and an increased number of WebCAT analysis tools. Law enforcement agencies throughout the state can use the enhanced system to improve crime prediction and response, and consequently enhance safety for all Virginia residents.
