Abstract
Identifying and measuring specific socioeconomic conditions associated with the state highway system and applying these findings to a rating formula is the basic idea of priority programming. Using this method assures a fairer and more equitable rating system. This article considers all the various factors and points of view which must be taken into account by highway officials prior to road construction. Presented here is an evaluation of the priority programming system and the associated values assigned to each of several categories. Categories such as environment, economic development, traffic safety, aesthetics and recreation are all evaluated and assessed prior to highway construction.
