Abstract
This paper analyzes the urban transit planning and management system (UTPMS) and its relationship with GIS (geographic information system) technology. Next, it proposes a three-layer framework of UTPMS based on GIS with detailed functions. Further, the authors designed the key transit network in this system to ensure it can be adapted in each transit sub-system. Finally, a communication network for UTPMS is suggested according to practical conditions, and a primary UTPMS example is provided with transit information platform and planning component. This system integrates the main functions of transit development in an efficient and practical framework.
