The Problem of Budgetary Overload

Although reforming the budget process is an attractive vehicle for achieving many ends, most reforms fall short because the budget process and budget personnel are overloaded by the demands of the reforms. The prospect for Najjar's proposal to use the budget mechanism to further the delimitative society is dim because the budgetary process is already burdened by uncontrollable spending, largely fixed by the values of budget-related personnel, and would be overloaded by usurping a political function.
