Abstract
The lack of water resources between the various areas to promote water rights transactions, is bound to consider the water allocation issue. Implementation of water allocation, is the fundamental way to solve the water crisis is one, will help improve water use efficiency, and promote optimal allocation of water resources and sustainable development, reduce water waste of resources and water conservancy duplicate construction. By describing the Water allocation meaning, the role and distribution methods to analyze water allocation of water rights transactions and the transaction affects the price of two factors, that we can only establish and improve the water market, considering various factors, to be effective allocation of water resources to realize the dynamic allocation and management of water.
