Abstract

This paper provides strong evidence that UI benefits prolong the duration of unemployment and, therefore, that at least some unemployment is UI-induced. These results support the contention that the recent high rate of unemployment can be explained at least partially by the significant liberalizations that have occurred in the UI program over the last two years.
