Abstract

Signaling a move forward in pollution prevention a recent U.S. district court settlement between the Sierra Club and EPA has set specific deadlines for proposed rules under the 1990 Clean Air Act (CAA). While the rules are required under CAA, the settlement puts EPA under deadline pressure. EPA must sign a notice on proposed rule making for accident releases by February 28, 1995 and issue a final rule by March 29, 1996. EPA is also required to develop guidance by March 29, 1996 for preparing risk management plans.
